Exclamation NEW Ponytail Palm in DE

I just received a beautiful 2ft palm from this site last week. I have it sitting in front of a window, so it's it's getting good light.

The bottom rung (in different places here and there) of leaves are a little yellow. Is that anything to be concerned about? The top of the soil feels damp to touch and when I pulled the bamboo stick out of the soil, I'm able to see or feel that the bottom part still feels damp. Is it time to water it already?

I'm thinking I can water it once a month on average, but want to start off and continue with best practices to have the best results.

Any advice you can offer is much appreciated.
