Very hard to tell what palm this is.

I would want to say it is a stunted fully matured California Fan palm. It also may be a hybrid of two different fan palms. But it is hard to tell.

Around what are do you live in

Canary Island Date like sandy soil. Well draining is the key for the canary island date to thrive. Also like ruskinpalms said, let the soil completely dry out before watering again.

So the first questions is answered which is do you have one. Is it in the ground or in a Pot? This could make all the difference. The musa basjoo like moist soil and would not like it if it was dried...

8-4-8 Fetilizer is suppose to be good.

Check the trunk or around the roots...

check really close for little bug's, may be they are the ones behind all this. Sorry for the loss if it doesn't survive. They are though plants. You have a good chance of survival.

This is COOL, Trachycarpus in the Wild (Trachycarpus princeps)palm trees

Check that out. To tell you the truth that is the first time I have scene any of the trachycarpus in the wild. Isn't that called the stone gate palm.

in the bottom left corner is the Joey Palm i think or maybe a species in the ricuala family or Rhapis. Then you have another Rhapis of some sort in the middle. The other ones in the back i cant point...

Trachycarpus takil (Trachycarpus takil - Kumaon Palm)

The Trachycarpus takil is one cold hardy palm, it is incredible. I did some research and by far this is the most cold hardest palm of the Trachycarpus species.

Do not fertilize During Winter!

There is no need to fertilize during winter, most palm trees go into a state of hibernation and require less of everything including sun light.
