The age is most certainly have to do with the Christmas palm producing fruits. It also must be pollinated by another Christmas Palm in order to produce valuable seeds.

Sago palms are cold hardy but they need to be acclimated first in my opinion.

That is terrible. Its a good thing I live in Florida. Although some cold hardy palm trees do well in snow.
